    The Post-Baccalaureate Certificate in Online Learning and Teaching is designed to meet the increasing need of PreK-12 educators, instructional leaders, program directors, professional development staff, higher education faculty, instructional design specialists, chief learning officers, and other professionals and individuals, who wish to design, develop, implement, manage, and evaluate online learning environments. The scientific research in online learning informs us that to create, maintain, and manage quality online and/or blended learning environments and programs, educators and other learning design professionals should have a deep understanding of online learning environments and principles of learning and instructional design and development.

    The proposed PBC seeks to prepare educators to: 

    • Develop knowledge and skills of designing, developing, implementing, managing, and evaluating online or e-learning environments and programs. 

    • Develop a conceptual and practical understanding of principles of learning or instructional design and effective online teaching and learning. 

    • Demonstrate application of research-based, pedagogically effective learning strategies, appropriate organization of content, level of student engagement, differentiated learning, higher-order thinking skills, and appropriate instructor-student, student-student, and student-content interaction in the design of e-learning environments. 

    • Demonstrate skills in integrating learning or instructional design principles and procedures with multimedia technologies and course management tools to develop highly engaging and interactive online learning environments.  

    • Develop skills of planning, designing, and incorporating strategies to encourage active learning, interaction, participation, and collaboration in the online environment. 

    • Develop knowledge of legal, ethical, safe, and healthy behavior related to technology use.  

    • Develop knowledge and skills of designing, developing, delivering, and evaluating online learning environments and programs that are accessible for individuals with disabilities and are responsive to learners' diversity and cultural differences. 

    • Demonstrate competencies in creating and implementing assessments in online learning environments in ways that assure the validity and reliability of instruments and procedures.

    Send your transcript. 

    This applies to regionally accredited degrees earned within the United States.

    Degree-seeking applicants must submit one official transcript from each college or university they attended. Non-degree applicants must submit one official transcript from the institution where they earned their highest degree.

    Official transcripts must be sent by the issuing institution electronically, using a transcript encryption service via email to [email protected], OR by mail, sealed and stamped by the issuing institution to: Towson University, Graduate Admissions, 8000 York Road, Towson, MD 21252.

    Transcripts submitted by the student are not considered official.

    Pre-degree students must make sure their transcript includes all grades from the first semester of their senior year.

    Submit email addresses for letters of recommendation.

    Some programs require letters of recommendation as part of the application process. If the program for which you are applying requires letters of recommendation, you must enter the email address of each recommender in order to successfully submit your application. An email will be sent directly to your references asking them to complete an online recommendation.

    Additional requirements for international applicants.

    International students are required to be enrolled full-time in graduate degree programs at Towson University. Review the list of graduate programs that meet F1/JI requirements. In addition, international applicants may be required to provide proof of English-language proficiency and a course-by-course credential evaluation.

    Note: Students who have completed a degree in the U.S. will qualify for English Proficiency without submitting additional test scores.

    A $45 non-deferrable, non-refundable fee is required with your application. Students applying with a fee waiver will have the option to choose the type of fee waiver to be used during the payment section of the application.
