    Overview

    As Victoria and other Australian jurisdictions engage in the early stages of treaty negotiations, it is essential that all parties involved understand the fundamentals of treaty processes.

    Developed and delivered by the Australian Center at University of Melbourne, the Professional Certificate in Treaty will equip you with a strong understanding of Australian Indigenous politics. You'll gain the practical skills and knowledge to help advance treaty-making between Indigenous Peoples and contemporary settler societies.

    Who is this course for?

    This online certificate is ideal for public servants working across all levels of government, as well as First Nations and Indigenous organisations, who will be involved in treaty processes in coming years.

    Course aims

    Throughout this course, you will examine important legal frameworks and reflect on historical and contemporary research, policies, and practices that are pivotal to treaty-making processes between Indigenous Peoples and settler-societies. Upon completion, you will be armed with the skills and knowledge to understand and confidently influence treaty negotiations.

    If you are interested in enrolling on the Professional Certificate in Treaty but are not a degree holder, course entry may be obtained via completion of the four micro-credentials in the Preparing For Treaty series.

    Pathways

    Applicants who have completed four micro-credentials in the Preparing for Treaty series OR Self-Determination and Community Services series may be eligible for advanced standing for ARTS90034 Indigenous Treaties & Future Relations.

    Admission criteria

    To be considered for entry into this course, you must:

    • Have completed an undergraduate degree (or equivalent), OR
    • Have completed at least 5 years of full-time relevant documented professional or work experience (paid and/or voluntary), OR
    • Have completed at least 3 years of full-time relevant documented professional or work experience (paid and/or voluntary) AND completion of at least three micro-credentials in the Preparing for Treaty series or the Self-Determination and Community Services series, OR
    • Be an Indigenous person with an interest or engagement in treaty process with completion of at least three micro-credentials in the Preparing for Treaty series or the Self-Determination and Community Services series. This interest and/or engagement should be described in the personal statement (below).

    You must also submit:

    • A 400-word personal statement outlining why you wish to be considered for this course, what relevant experience you bring, and how and where you will apply the learning outcomes.

    Work history relevant to this course may include roles in areas such as public service or government (local, state/territory, federal) sector or the non-government sector or private organisation.

    All applicants to the University of Melbourne must satisfy the English language requirements. This may be achieved in a number of ways, including recognised previous study taught and assessed entirely in English or an approved English language test. If you are from a non-English speaking background, the required standard of English for this degree is one of the following English proficiency test scores:

    Successful completion of the Professional Certificate in Treaty will equip you with knowledge and understanding of treaty policies, legal frameworks, and core concepts integral to treaty-making. You will be able to apply your new skills to work with, and for, Indigenous communities in a multitude of roles ranging from Government to other public, private, and not-for-profit organisations.

    Learning outcomes

    Students completing this course will be able to:

    • Demonstrate in-depth theoretical understanding and historical and contemporary knowledge of research, debates, policies and practices in treaty relations and treaty processes with First Nations, from local to global perspectives.
    • Critically analyse and reflect on key concepts of Indigenous sovereignty and Indigenous-settler relations. Understand the important role agreement-making plays in treaty negotiations.
    • Critically examine and apply the concepts of recognition, reconciliation, and refusal in Indigenous-settler relations.
    • Critically examine and apply the concepts of self-determination, Indigenous nation-building and data sovereignty related to the practice of treaty-making.
    • Evaluate contemporary and emerging First Nations treaty processes and Australian Indigenous governance principles for decision-making and treaty-making practices.
